I do PXL emulation in After Effects - all you have to do is import the footage, scale it down a bit, make it B&W, enable "frame blend" (to get that cool motion blur) set the composition settings to 15fps, render the movie, and you're set. It's basically the same for Premiere. You don't need to re-import anything, or export anything, or do anything with Photoshop. It's pretty straightforward, and certainly doesn't get cumbersome.
